Each pair is quoted the way the market quotes it. EUR/USD is dollars per euro, so a rise is a weaker dollar; USD/JPY is yen per dollar, so a rise is a stronger dollar. The last column says which way the dollar itself moved over the year. Pairs other than EUR/USD are the ratio of two ECB fixes on the same day.
