A tier is narrow when one node carries enough of it that its loss cannot be covered inside the substitution window. Two tiers here qualify.
Tooling and metrology
Lithography, deposition, etch, inspection. The narrowest step in the chain sits inside the optics of one tool class, and beneath that, in a mirror-polishing capability held by a single supplier chain.

A shipment permit is refused or delayed. There is no second tool; there is a slower tool and a lost node generation.
A step enters the ledger on node count and substitution time together. Concentration alone is not a chokepoint if a replacement can be qualified inside the cycle that needs it.
